How to read this
This matrix comes from our July 2026 licensing research, re-verified on 25 September 2026: 142 of 146 records carry that date. Four records — Georgia gas fireplace service, Louisiana gas log installation, Mississippi gas log installation and Missouri stove & insert installation — still carry their Jul 2026 check date. The insurance notes on each state page were not part of that pass and keep their Jul 2026 dates. Confidence and check date are shown on every record.
What did the licensing research find?
Gas work is often licensed harder than chimney work
In every Southern state we researched, the gas side of hearth work is licensed more tightly than the chimney side. Texas licenses gas work through its plumbing and propane regulators while chimney work needs no state credential at any price, and North Carolina has no dollar threshold for gas licensure but a $40,000 threshold for its general contractor license. Most Northeastern and Midwestern states show the same mismatch, while Maryland and Michigan license both sides and Indiana neither. On the Plains the pattern inverts: Missouri, Kansas, South Dakota and Nebraska have no statewide license on either side, so "licensed" there is usually a city fact. In the West, Washington and Montana show no mismatch, for opposite reasons. The corollary holds nationally: in 50 of 51 jurisdictions no state credential is written for chimney sweeping. Vermont's sweep certificate is the exception, and on our reading of its rules it is required for work in public buildings, rentals included, not in an owner-occupied single-family home.
Where private certifications are written into law
In a handful of jurisdictions an industry certification is part of the state credential itself. Rhode Island's Decorative Heating Appliances Limited II license requires a current certification from the National Chimney Sweep Guild (NCSG) or the National Fireplace Institute (NFI). New Jersey's Master Hearth Specialist license requires NFI Master Hearth Professional certification plus five years of experience. Connecticut uses an NFI hearth course as an eligibility requirement for a gas license, and Iowa's Hearth Systems Specialty License requires NFI certification in place of a state trade exam. Oklahoma goes furthest: for its Fueled Hearth Product Work license, the NFI exam is the licensing exam. Vermont's sweep certificate requires a current CSIA, Certified Chimney Professionals or NCSG certification. In these states a certification badge is the engine of the license, not an extra.
Credentials that name the chimney are rarely the rigorous ones
Beyond Vermont's sweep certificate and the hearth licenses above, few jurisdictions name chimney or hearth work in a credential at all. Nevada splits masonry chimneys (C-18) from metal and prefab chimneys (C-13). Washington has a "Wood/pellet and gas stove" specialty registration, and its masonry specialty expressly includes chimney cleaning and repair — both without an exam. Arkansas has a named "Chimneys, Fireplaces" home-improvement classification, and Hawaii's C-44 and C-25 classes name free-standing fireplaces, chimneys and prefabricated steel chimneys. Utah names chimney sweepers only to exempt them. The pattern: most of the credentials that name the trade are registration-grade or built on outside certifications — Nevada's and Hawaii's exam-based classes are the exceptions — while exam-grade licenses tend to be generic trades that never mention flues.
"Licensed and insured" usually means less than it sounds
In roughly 30 of 51 jurisdictions, no state rule gives "insured" any legal content for chimney-scope work — including states with real exam licenses such as Massachusetts, Virginia, Michigan, Arizona and Nevada. Where a minimum exists it is sometimes only attested: Pennsylvania and Connecticut take the contractor's word on the application, and Florida's contractor insurance minimums are proven by signed affidavit with no certificate on file. Hawaii is the strictest: a lapse in liability or workers' compensation coverage forfeits the license automatically. Workers' compensation is the instrument most often checkable: our research found a public online coverage lookup in most jurisdictions, though not confirmed in every one. That is why the "What to ask" list asks for a dated certificate of insurance rather than a promise.
Each region regulates a different thing
The East tends to regulate the installer, through trade credentials. The South tends to regulate the price of the job, through a ladder of dollar thresholds that runs from Arkansas at $2,000 to North Carolina at $40,000, with Texas never licensing chimney work at all and Georgia's licensing board exempting masonry and fireplace specialists by a policy it says is subject to change. The West tends to regulate the device: which wood stoves may be sold, installed or left in place when a home changes hands. For a homeowner, that means the right first question depends on where you live — who the person is, how big the job is, or what is being installed.
The building code is not national either
It is common to say that manufacturer's installation instructions are law everywhere through the International Residential Code. That premise fails or changes in a long list of places. Missouri has no statewide residential building code, and neither does Wyoming for private homes. Vermont has no residential code for owner-occupied single-family homes, Wisconsin uses its own Uniform Dwelling Code, and New Mexico's mechanical side follows the Uniform Mechanical Code. Several states also sit on older code editions than their neighbors, so the edition that applies has to be pinned state by state — and sometimes county by county.

This sublicense is further allowed to perform work in the venting systems, log lighters, gas log sets, fireplace inserts, and freestanding stoves' — wood/pellet stoves and inserts are named; the capture is statutory because 'HVAC' in Iowa Code § 105.2(7) is bare-word 'heating' with no duct/distribution qualifier (fetched — broader than the OK/NC distribution-scoped definitions), so a solid-fuel heating appliance install is licensed HVAC-discipline work: hearth sublicense OR full HVAC journeyperson/master; NFI certification is the required competency gate (no state exam — NFI-in-law; 481—431.7(2): licensee 'will maintain the person's valid certification issued from the National Fireplace Institute or equivalent authority approved by the board', eff. 6/19/2024); firm layer: PMSB Contractor License with master of record (§ 105.18(2)(d)) + $500,000 GL + $5,000 bond (DIAL contractor-license page) + 91C registration; 'routine maintenance' carve-out (§ 105.2(17)) covers repair of existing systems in which no changes in original design are made — NOT new installs; homeowner exemption = own homestead-credit residence only (§ 105.11(3)); municipal trade licensing preempted (§ 105.17); permits local — Iowa has NO mandatory statewide residential code (State Building Code applies to buildings subject to it under Iowa Code ch. 103A incl. §§ 103A.10, 103A.12 — state-funded projects + jurisdictions adopting it); building-code rules recodified 661 IAC → 481 IAC ch. 301, which now adopts the 2024 IRC (481—301.8) and 2024 IBC (481—301.3), both eff. 9/10/2025 (IAC 7/8/26) — edition pin RESOLVED for the state-code layer | Iowa Plumbing and Mechanical Systems Board (DIAL) | Iowa Code §§ 105.2(7), 105.2(17), 105.18(3)(b) (hearth sublicense), 105.18(2)(d), 105.11(3), 105.17, 105.27 (unlicensed practice) (Iowa Code 2026); 481—429.2(10), 481—431.7; Iowa Code § 103A.12; 481 IAC ch. 301 | none | y (via mandatory NFI certification — no separate state trade exam) | y — permits/inspections only (city trade licensing preempted by § 105.17); Des Moines/Cedar Rapids permit desks | high · 2026-09-25 |

| Chimney flashing | LICENSE | WVCLB Specialty classification 'Roofing' (010 per the WVCLB Candidate Information Bulletin) — RESOLVED on the rule: 28 CSR 2 (eff. 5/4/2026) does not define a roofing contractor and Roofing is NOT among the 17 examined classifications in § 6.2, so it is an untested specialty (Business & Law exam only) — required when a flashing/leak-repair undertaking costs >= $5,000 residential / $25,000 commercial (§ 30-42-3(d): below the threshold the work is not 'contracting' and needs NO license); most standalone chimney-flashing repairs price under $5,000, so WV flashing work is unlicensed in practice; counterflashing cut into brick could alternatively sit under the examined Masonry classification (28 CSR 2 § 3.25); no 28 CSR 2 definition mentions flashing or chimneys | WV Contractor Licensing Board (Division of Labor) | W. | Stove & insert installation | REGISTRATION | HVAC Contractor Registration (business-level, NO exam) — no person/entity may 'engage or offer to engage in installing or servicing heating, ventilating or air conditioning equipment' without DSPS registration (SPS 305.70); solid fuel sits inside 'heating equipment' by the code's own architecture (UDC ch. SPS 323 contains SPS 323.045 'Solid-fuel-burning appliances') though no standalone statutory definition found — structural inference; voluntary HVAC Qualifier certification (exam) buys exemption from local certification (Wis. Stat. § 101.178(3)(c)); anyone pulling a building permit for a 1–2 family dwelling needs Dwelling Contractor cert + DCQ (§ 101.654, SPS 305.31 — no new-construction limit; financial responsibility = bond not less than $5,000 or GL at least $250,000/occurrence; DCQ = 12-hr course, NO exam — CORRECTS July 'DCQ exam'); UDC listing rule SPS 323.045(1): 'All solid-fuel-burning appliances shall be tested and listed by an accepted testing agency' (July read; not re-fetched); UDC SCOPE: dwellings built since 6/1/1980, additions/alterations to them; municipalities may extend to existing dwellings (SPS 320.02); homeowner exemption; which stove jobs need a permit is a local question; UDC update (SPS 320–325) in drafting, nothing adopted; NFI/CSIA voluntary | WI Dept. of Safety and Professional Services (DSPS) | Wis. | Gas fireplace service | REGISTRATION | HVAC Contractor Registration (business, NO exam) — 'No person, entity or business may engage or offer to engage in installing or servicing heating, ventilating or air conditioning equipment unless registered' (SPS 305.70, per DSPS); gas fireplaces/inserts/log sets sit inside heating equipment by structural inference; CORRECTION: the individual HVAC Qualifier certification (exam) is OPTIONAL — 'an individual may obtain' it, and a business using a certified qualifier may not be required to obtain a local certification (Wis. Stat. § 101.178(3)(c)) — the July row treated it as required; permit work on 1–2 family dwellings also needs Dwelling Contractor cert + Dwelling Contractor Qualifier (§ 101.654, SPS 305.31; financial responsibility = bond not less than $5,000 or GL at least $250,000/occurrence, bond < $25,000 = restricted cert; DCQ = 12-hr course, no exam); homeowner exemptions for own-occupied dwellings; LP: no separate installer license; LP-gas installations under the WI LP Gas Code (SPS 340, NFPA 58 base); the LP conformance-statement statute remains UNVERIFIED; SPS 305.71(7) permit-before-install claim not re-verified | WI Dept. of Safety and Professional Services (DSPS) | Wis. | Stove & insert installation | NONE | NO state credential, NO statewide residential code, NO air-quality overlay — the flattest Pass 2 vacuum in the project: the Pass 1 total-vacuum finding extends to solid fuel (only electricians are state-licensed; no mechanical/HVAC/contractor license exists to capture a stove install at any price); CODE CORRECTION: the SFM adopted the 2024 IFC/IBC/IFGC/IMC/IEBC on 6/28/2024 (July row said 2021 I-codes); the SFM site does not state their reach beyond state buildings/schools/no-local-enforcement areas, so the manufacturer-listing rule is reliably law only inside code cities/counties that adopted the IMC/IRC (Cheyenne, Casper, Gillette, Laramie, Cody, Teton Co./Jackson); 2026 Fast Track Permits Act (HB0002, eff. 7/1/2026) sets local permit-review deadlines but creates no license or statewide code; rural unincorporated Wyoming: no code, no permit, no credential, no inspection; NO wood-smoke device standards or no-burn regime found statewide; NFI/CSIA voluntary | none statewide; municipal/county building departments in code jurisdictions only | absence — no licensing chapter located to cite (July search trail + SFM site, GOV partial); SFM codes = 2024 I-codes (adopted 6/28/2024); 2026 HB0002 (W.S. 16-13-101/-102) | none at any dollar (no credential exists to have a threshold) | n | y — the ENTIRE regime is local: city/county mechanical permits + municipal contractor licenses (Cheyenne A/B/R, Casper 5 classes, Gillette, Cody, Jackson/Teton — not re-verified) | high (absence, multi-source; GOV partial) · 2026-09-25 |
| Gas fireplace service | NONE | NO state credential of any kind for gas work — the vacuum is total on BOTH fuels: the State Fire Marshal's site references electrical licensing only (the one construction trade licensed statewide); there is no plumbing, HVAC, mechanical or gas-fitter license, and NO LP dealer or installer license — the only state 'license' touching fuel is the WYDOT Motor Fuel License ($25 per fuel type per location), a fuel-tax instrument that credentials nothing about installation (MT-debunk-pattern trap); gas-appliance and gas-piping work is governed by locally adopted fire/fuel-gas codes in code cities (Cheyenne, Casper, Gillette, Laramie, Teton Co./Jackson) and by NOTHING in no-code rural areas; CODE CORRECTION: the SFM adopted the 2024 IFC, IBC, IFGC, IMC and IEBC on 6/28/2024 plus the 2026 NEC (July row said 2021) — whether their reach extends beyond state buildings/schools/no-local-enforcement areas to ordinary homes is not stated on the SFM site (UNVERIFIED); the only contractor credential anywhere is MUNICIPAL (Cheyenne Class A/B/R, Casper 5 classes, Gillette, Cody, Jackson incl. unincorporated Teton Co. — not re-verified); MISMATCH: NONE — flat vacuum | no state issuing body exists (electrical-only: WY Dept. of Fire Prevention & Electrical Safety); municipal licensing boards otherwise | absence — no contractor/gas licensing chapter located in Wyoming statutes (July search trail; GOV confirmation partial via SFM site); SFM codes = 2024 IBC/IFC/IMC/IFGC/IEBC (adopted 6/28/2024) + 2026 NEC | none at any dollar (no credential exists to have a threshold) | n | y — the ENTIRE regime is local: city contractor licenses + city mechanical/gas permits; Teton County (2024 IFC/IWUIC, engineered fireplace plans, spark arrestors — per July) is the most sophisticated jurisdiction | high (absence, multi-source; GOV partial) · 2026-09-25 |
