Stove & insert installation: is a credential required in Utah?

#stove-installLICENSE
Credential
THE ODDEST CAPTURE IN THE PROJECT: Utah repealed its dedicated 'S430 Metal Firebox and Fuel Burning Stove Installer' classification and consolidated it INTO S330 Landscape & Recreation Contractor effective 7/22/2019 (DAR 43747) — current S330 scope (subpart (3)(b) as printed on the LII mirror; the July row's '(d)' lettering is superseded): 'metal fireboxes, fireplaces, and wood or coal-burning stoves, including the installation of venting and exhaust systems, if the individual performing the installation is RMGA-certified' (the natural-gas RMGA cert conditions even wood/coal installs as written). B100/R100 general scopes also reach the work. Small-job exemption (§ 58-55-305(1)(h)): under $7,000 with a one-time DOPL insurance affirmation above $3,000; plumbing, gas appliances, 'a combustion system' and HVAC are excluded from the exemption — whether a solid-fuel install is 'combustion' work (any-dollar) is a gray zone (flagged); cite moves to § 58-55-110(2)(n) on 1/1/2027 (2026 Gen. Sess. ch. 42). Chimney SWEEPS stay exempt by name (R156-55a-301(7)(n): 'chimney sweepers other than repairing masonry'). AIR AXIS: R307-302-6: 'No person shall sell, offer for sale, supply, install, or transfer a wood burning stove that is not EPA certified or a fireplace that is not EPA qualified' (amended eff. 2/1/2017) in the rule's nonattainment/maintenance areas (county list per July, not re-verified). Code: Utah State Construction Code keeps the 2021 IRC; HB 65 (2026) moved the IMC/IFGC etc. to 2024 eff. 7/1/2026
Issuing body
Utah DOPL (contractor license, S330/B100/R100); Utah DEQ Division of Air Quality (R307-302); local building depts (permits)
Statute
Utah Code § 58-55-305(1)(h) (→ § 58-55-110(2)(n) from 1/1/2027); R156-55a-301 (S330, (7)(n)); R307-302-6; Utah Code Title 15A (2021 IRC; HB 65 2026)
Dollar threshold
under $7,000 small-job exemption (insurance affirmation > $3,000) — 'combustion' any-dollar exclusion gray for solid fuel
Exam

Chimney flashing: is a credential required in Utah?

#chimney-flashingLICENSE
Credential
S280 Roofing Contractor — scope: 'Application and installation of asphalt, pitch, tar, felt, flax, shakes, shingles, roof tile, slate, and any other material... usable for... water-proof, weatherproof, or watertight seal or membranes for roofs and surfaces' (plus insulating media added by DAR 43747, 2019) — flashing is not named in S280 but sits inside the weatherproof-membrane scope (inference); CORRECTION: S220 is 'Carpentry and Flooring Contractor', NOT masonry — and its scope expressly names 'metal cornices, marquees, metal soffits, FLASHINGS, skylights' — a second named-flashing lane; masonry is S230 (Masonry, Siding, Stucco, Glass, and Rain Gutter); small-job exemption under $7,000 (insurance affirmation > $3,000; § 58-55-305(1)(h), → § 58-55-110(2)(n) on 1/1/2027) — roofing is not on the any-dollar exclusion list, so small flashing repairs are lawfully unlicensed; the chimney-sweeper exemption is 'other than repairing masonry' (R156-55a-301(7)(n)) — flashing is not masonry repair, so a sweep doing flashing needs a license path once over the exemption

What insurance does Utah require of contractors?

#insurance
Regime
license (DOPL contractors + RMGA gas certification; SFM LP licenses; chimney sweeping expressly exempt)
Liability minimum
DOPL contractors: GL $100,000/occurrence + $300,000 aggregate, RAISED to $1,000,000/$3,000,000 effective 4/20/2026 (R156-55a-302d as amended, DOPL as certificate holder) — verification is DOCUMENT-BASED: a copy of the unexpired GL certificate is submitted at renewal (R156-55a-501(5)), so DOPL holds a COI (new $1M/$3M amounts sourced secondary — SPOT-CHECK before publish); SFM LPG licenses (all classes): $1,000,000/incident + $2,000,000 aggregate public liability FILED with the State Fire Marshal (R710-6) = STATE-VERIFIED
Bond
NO universal contractor bond — R156-55a-602 imposes a bond ONLY on applicants who fail financial-responsibility review (bankruptcy <=7 yrs, judgments <=5 yrs, delinquent debts >=$1,000, liabilities>assets): $50,000 (B100/E100) / $25,000 (R100) / $15,000 (all other classes)
Guaranty fund
Residence Lien Restriction & Lien Recovery Fund is DEAD as a payment source — Utah Commerce declared it 'officially depleted' 6/11/2026 (one month before this check); it was a lien-protection fund for subs/suppliers, never a contractor-fraud fund; the lien-restriction shield survives (Utah Code 38-11 Certificate of Compliance via State Construction Registry); repeal-vehicle bill number UNVERIFIED
Workers' comp threshold
all employers with employees (Utah Code § 34A-2-201); ARTIFACT: Workers' Compensation Coverage Waiver (WCCW) — Labor Commission Industrial Accidents Division, $50 fee, valid EXACTLY 1 year, no-employee owners only (construction-trades carve-out: LLCs required to be licensed under the Construction Trades Licensing Act must cover members); DOPL requires the WC certificate OR all WCCWs at licensure/renewal (R156-55a-501(5)) — license implies WC-or-waiver on file; public WCCW lookup UNVERIFIED
How to verify
DOPL license lookup secure.utah.gov/llv (class + status; COI held by DOPL but NOT publicly displayed — request certificate and check post-4/20/2026 $1M/$3M minimums); SFM LP digital/QR credential (scannable, offline-verifiable); WCCW copy = DESK with a 1-year expiry date check

Before anyone goes on your roof

What should you ask a chimney company in Utah?

  1. Is your company a member of the National Chimney Sweep Guild (NCSG)?
  2. Does the technician coming to my home hold an individual NCSG certification, and which one?
  3. Does the technician hold a National Fireplace Institute (NFI) certification — and for which fuel: wood, gas, or pellet?
  4. What other certifications does the technician hold (for example, CSIA), and can I check them on the issuer's own roster?
  5. What state or local license or registration covers this work here, and what is the number?
  6. Will you send a certificate of insurance, dated and naming your company, before work starts?
  7. Which NFPA 211 inspection level — Level 1, 2, or 3 — are you performing, and why that level?
  8. Will you show me what you found — photos or video of the flue — in writing?

We take no fee from any certification body, guild, or contractor, and are not paid to mention anyone named.
